Strategic Training Plan

In previous funding periods the Tertiary Education Commission (TEC) has required that ITOs develop and publish Strategic Training Plans (STPs).  As the content, context and purpose of these plans were never clearly defined, many ITOs, including ESITO, opted to develop an Industry Skills Strategy (ISS). In 2006, for the funding period 2008 – 2010, ESITO developed and published an ISS[1] The foundation or primary source for this strategic document was the 2006 Skills Gap Report [2].

For 2010 ESITO will develop and publish a STP. As part of this process we must ensure it is an Industry endorsed document with the capability to identify needs for the following demographics: 

  • sector
  • region
  • gender
  • Mäori
  • Pacific peoples

With respect to the aforementioned caveats our STP aims to meet the following criteria:

Context 
The industry now and any changes that are likely in the future. This would include available information specific to regions, industry growth, areas of change, sub-sectors in the industry, etc.

Skills Demand
These can be general, i.e. literacy, leadership etc. or industry specific, both current and future, i.e. technological advancements.

Skills Supply
This could include issues relating to:  

  • On and off job provision models
  • proposed innovation for provision e.g. e-learning, distance options, collaborative ventures etc.
  • trainee coordination
  • subsidy models
  • Industry contribution.
Key priorities
Steps ESITO and industry will take to reduce the gap between demand and supply. What are the potential barriers and enablers? What needs to happen in order for these priorities to be achieved and the roles for key stakeholders including funders.

How will we acheive this?
We have developed a method document which has been reviewed by the Industry Training Federation. The following document details the process through a number of stages.

ESITO Strategic Training Plan 2009 – Industry Consultation

Consultation for the STP begins in September. We wish to hold sector specific consultation in Auckland from 14 to 18 September and industry wide consultation in the rest of New Zealand from 21 to 24 September. To download a consultation pack or see details of workshops in your area, click here.


A snapshot of what’s involved
The workshops will be structured around three key topics – workforce projections, current training and workforce demographics.

In addition to presenting data and key trends from a range of research recently undertaken by ESITO, we will be encouraging you to share your views. Below is a snapshot of the sort of things we are interested in finding out from you.

Workforce projections 

  • Do the future workforce skill numbers look correct for your sector?
  • Are the right skills and number of trainees in training?
  • Where would you change the numbers?

Current training 

  • Do ESITO’s qualifications cover your sector’s needs? If not, what areas are missing?
  • What part can different methods of training delivery play in regional access to training?

Workforce demographics 

  • Do you consider that “age” and retirement demand will have a detrimental impact on your organisation in the next 10 years? 
  • Should ESITO develop targeted initiatives for female trainees and/or dedicated support programmes to increase the number of Maori and Pacific people completing their qualifications?
  • What issues is your organisation facing in terms of retaining skilled migrants?
